In December 2020, Social Security began offering Microsoft Teams hearings and through May 2021 there had been only about 3,500 held via Teams. This is only 1% of all hearings conducted, given there have been nearly 314,000 OHO-level dispositions (decisions and dismissals) in Fiscal Year 2021 (October 1, 2020-May 31, 2021). However, more than 35,000 claimants have indicated that a video hearing is preferable and more than 20,000 Teams hearings have been scheduled but not yet held. Telephonic hearings have been working well and we assume given the potential for technological issues with video hearings they have been slow to be accepted by claimants and representative. We do expect Social Security to eventually reintroduce in person hearings, but a date for this has not been established. Our opinion is that at some point in the future claimants will have three options for how their hearing is held, in person, by telephone or via video.
